In 1624 AD, the Dutch United East India Company (VOC) occupied the coastal Yi Kunshen sandbank in Tainan, and then gradually developed and established townships on the main island of Taiwan. In 1652, the Han Chinese rebelled against the VOC and the Guo Huai-yi Incident broke out. After it was quelled, the VOC built Fort Provintia on the shore of the island to guard the coast and the town. Following the rule of the Zheng Cheng-gong Family and the Qing Dynasty, the original European-style fortress gradually fell into ruin. During the Guangxu period of the Qing Dynasty, the building was dismantled, and the base was refilled. Several Chinese style buildings were added around it, which became the familiar appearance of Chikan Tower in the future.
